NDIS reforms: what is changing and when

Where things stand

The NDIS Amendment (Securing the NDIS for Future Generations) Bill 2026 was introduced on 14 May 2026, passed the Parliament on 19 August 2026 and received Royal Assent on 20 August 2026. It amends the NDIS Act to change how eligibility is defined, how plans are managed and administered, how funding can be used, and how providers are overseen.

The Government has been explicit that most participants and providers do not need to do anything differently right now, that current access and planning arrangements continue while changes are phased in, and that the NDIA will contact participants before a change affects them.

Dates announced so far

Reform timetables move. Treat these as announced intentions rather than guarantees, and confirm against ndis.gov.au before making decisions.

• 1 July 2026 — Supported Independent Living providers and platform providers must be registered with the NDIS Commission
• 1 October 2026 — participant budgets for social, civic and community participation, and capacity building daily activities, begin to be progressively adjusted
• 1 October 2026 — Thriving Kids, the first Foundational Supports program, begins rolling out for young children with developmental concerns outside the NDIS
• From 2027 — new framework planning, built around a support needs assessment, begins a staged introduction
• 1 October 2027 — commissioned panel arrangements for plan management begin, with a transition period
• From 1 January 2028 — new functional-capacity based eligibility arrangements apply to prospective participants; the Government has said access arrangements will not change before this date

What it means practically

Two things are worth doing now, whatever the timetable does next.

• Keep your evidence current. Functional evidence — what support you actually need, described concretely — is the currency of every version of this system.
• Know which supports in your plan are critical care and daily living, and which are social and community participation. The first group was excluded from the initial budget adjustments; the second was not.
